It seems to be predicated on the idea that you really shouldn't trust your boyfriend/husband to respect your basic privacy, and treat it as inevitable that he will do this even if he knows it would be against your wishes. The "may even appear on the internet someday" comment was also troubling, considering it immediately follows an acknowledgement that a picture could be confiscated. If the other recruits don't have access to technology, it wouldn't even be a private's peers doing the unauthorized publishing. Are you seriously suggesting that higher up military personnel are likely to post confiscated pictures online? I thought behaving in an honourable manner was central to military rhetoric? "Boys will be boys" is an excuse I expect to hear about middle school aged children (and even then it should be questioned), not about people who are supposed to be championing the cause of freedom and suchlike.
